EXPERIENCE

Marcel has been working as an organizational consultant since 2001, developing strategic planning projects, mapping processes and organizational structures, conducting economic and sectoral studies, and various research and consultancies. He coordinated the Graduate Program in City Management, from 2002 to 2004. In 2006 he started working in the public sector as Director of Science and Technology at the Municipality of Olinda, in the Brazilian state of Pernambuco, where he also served as an Advisor at the project Porto Digital. In 2007 he was appointed responsible for the Office of Fundraising of the State Department of Planning and Management of the State of Pernambuco, where he participated in the development of the management model for the state Pernambuco which was awarded and internationally recognized by the IDB and the World Bank. From 2005 to 2009, he was a guest professor at the Graduate Program of the University of Pernambuco, teaching the courses “Methodological Introduction to Entrepreneurship,” “Political Economy,” “Economic Integration,” “Innovation Management,” and “Didactics.” In 2009 he was appointed general manager of the National Program of Tourism Development (PRODETUR) for the state of Pernambuco, as part of the State Department of Tourism of the State of Pernambuco. Marcel was responsible for the strategic and operational planning to approve a credit operation of USD 125,000,000 for the state, to be financed with the IADB. Also, in 2009, he worked at Fundação Getulio Vargas, where he was deputy project coordinator, with consolidated experience in administration, engaged in coordination and implementation of projects and in organizational and tourism consulting, notably in strategic planning services involving public institutions. In 2011, he returned to the Department of Planning and Management of the State of Pernambuco as the state’s general manager of the National Program to Support the Management Modernization and Planning in the Brazilian States and the Federal District. At PNAGE, a program financed by the IADB, he finalized the development of the Management Model for the State of Pernambuco, based on the construction of indicator tables for the composition of the strategy map and the State Government’s Balanced Scorecard. In 2012 he returned to work at FGV to coordinate consulting and research projects. In 2019, Marcel worked as a consultant for UN-Habitat as a tourism specialist in an economic and social development project. Besides being a project coordinator at FGV, he currently teaches the course “Knowledge and Innovation Management” on FGV EBAPE’s Master in Public Administration.
